Puba goes public in 80 degree weather versus 40 degree...?

Just in time to stir up spring break drama, and as the highs in Pupville increase, Puba finally has gone public. Not in Pupville though, he was spotted with the fam in Thailand where the family has taken two weeks to themselves to a private cabana on a private beach. Puba was with mom, Pup, taking on the waves in a floaty as mom played with him. Pupa was seen peeing in the forest with Sea Pupa, absent from the precious action. The main question is, why would Puba go public in a country where no one knows of his presence, whereas being in a country where people are eagerly waiting?
